IMPORTANT CHANGE: NEW MEDICAL EXAMINATION PROCEDURES FOR TEMPORARY RESIDENTS

New procedures:
In light of recent system changes, the Canadian Embassy in Korea has streamlined the immigration medical examination process for temporary residents since May 1, 2011.

The key change is that prospective temporary residents who require an immigration medical examination must first submit their application to the Canadian Embassy.

Immediately on receipt, the Canadian Embassy will send medical instructions and the Medical Report Form (IMM 1017) with all relevant client details by e-mail.

Clients then have ten (10) working days or two (2) weeks to complete their immigration medical examination.

This new system should improve client service and speed up processing, as it enables us to eliminate duplication of effort and to focus on assessing cases.

This new system is tried and tested, in that it was implemented starting in January 2011 with over 2,000 working holiday programme applicants. The first cases were approved three (3) days after the applicants completed their immigration medical examination.

In order to benefit from the new medical examination procedures, prospective students, workers, and temporary residents must simply apply for a study permit, work permit, or temporary resident visa as soon as all other non-medical requirements are met. In addition, prospective temporary residents must be examined at one of the five (5) Designated Medical Centres contained in the medical instructions.

These new procedures apply to all prospective students, workers, and temporary residents who require an immigration medical examination in order to comply with Paragraph 16(2)(b) of the Immigration and Refugee Protection Act and Section 30 of the Immigration and Refugee Protection Regulations.

The most relevant provision is Paragraph 30(1)(c) of the Immigration and Refugee Protection Regulations, which spells out that foreign nationals seeking entry into Canada for more than six consecutive months and who have resided or sojourned for six consecutive months in a designated country during the one-year period immediately preceding the date of seeking entry to Canada, require a medical examination.

Document requirements:
The only additional document requirement for applicants to benefit from the new medical examination procedures is that each applicant must make two (2) high quality colour copies of their passport biographical data (photo) page and of their Resident Registration Card, before submitting their application to the Canadian Embassy.

The first copy must be submitted with the study permit, work permit, or temporary resident visa application to the Canadian Embassy. The second copy must be retained by the applicant, as it will later be required by the Designated Medical Centre to certify the identity of the applicant using either the passport or the Resident Registration Card at the time of the immigration medical examination.

Transitional provisions:
Since May 1, 2011, the Canadian Embassy has started sending medical instructions and the Medical Report Form (IMM 1017) with all relevant client details by e-mail to clients, immediately on receipt of an application from prospective temporary residents who require an immigration medical examination.

Designated Medical Centres have also begun to use these procedures effective May 1, 2011, on receipt of a request for an appointment from an applicant who has received the medical instructions and the Medical Report Form (IMM 1017).

Designated Medical Centres will not accept to medically examine any clients other than those who have submitted an application to the Canadian Embassy and who have received medical instructions and the Medical Report Form (IMM 1017), after May 31, 2011. The Canadian Embassy will also continue to accept applications from prospective applicants who have taken the immigration medical exam on or before May 31, 2011.

One key difference, after May 31, 2011, is that the Canadian Regional Medical Office will not complete the immigration medical assessment without proof that the applicant has submitted an application to the Canadian Embassy in Seoul. In other words, after May 31, 2011, there will be no more medical examination without application.

Notes:
Any and all fees related to the immigration medical examination are the responsibility of the applicant.

The Designated Medical Centre will send the results of your immigration medical examination directly to the Canadian Regional Medical Office by e-mail, fax, and/or courier. Do not send this information to the Canadian Embassy in Seoul or to the Canadian Regional Medical Office directly.

Applicants are entitled to know the results of their medical examination.

If you do not agree to have your immigration medical information sent by e-mail or fax, inform the Designated Medical Centre at the time of your immigration medical examination. In this case, expect delays in the processing of your application.

The issuance of medical instructions does not constitute acceptance of your application. You should not make any commitments related to the application until a final decision has been taken.

Medical certificates or immigration medical results are valid for a maximum of 12 months from the date of examination and extensions are rarely possible.

It is possible that after the completion of your medical examination and submission of original reports, further tests or reports may be requested.

Family members should be examined at the same Designated Medical Centre. If you or any of your dependants are outside of Korea and cannot attend one of the Designated Medical Centres in Korea, contact us for further instructions. In this case, expect delays in the processing of your application.
